

Through an official statement released by the Colombian Association of Footwear, Leather and its Manufactured Goods Industrialists (ACICAM), the association highlighted the issuance of Decree 0594 of 2026, through which the National Government establishes new tariff thresholds applicable to footwear imports from countries without current trade agreements with Colombia and maintains the 35% tariff on imports whose declared FOB price is equal to or below the tariff threshold corresponding to each tariff subheading.
The new tariff thresholds allow the measure to remain effective in response to current international trade dynamics, ensuring that it continues to fulfill the purpose for which it was adopted as a trade policy instrument.
The issuance of this decree responds to a request submitted by ACICAM to the National Government to maintain the tariff threshold measure for the footwear sector. As a result of several working meetings held with the Ministry of Commerce, Industry, and Tourism, the association provided studies, technical analyses and sector information supporting the need to establish the new tariff thresholds and maintain this trade policy instrument.
The measure promotes more balanced competition conditions in the domestic market and fairer trade for Colombian producers, favoring national production, investment, business formalization and the protection of employment generated by the footwear, leather and manufactured goods chain.
