Footwear manufacturers challenge online purchase tax exemption

ABICALÇADOS estimated that more than 52,000 industry jobs could be at risk following the elimination of the federal tariff on international shipments valued at up to US$ 50. The association criticized the legislative approval of Provisional Measure 1.357/2026, passed on September 3.
Haroldo Ferreira, the association's executive president, argued that the measure increases the competitive disadvantage faced by domestic manufacturers compared with imported products. Between January and July, footwear purchases through international platforms totaled US$ 355.2 million, up 64.1% year-on-year, according to a survey conducted jointly with the Federation of Industries of the State of São Paulo.
