The European Footwear Confederation denounces unfair competition from online platforms in third countries

It calls for the creation of the “deemed importer” designation to counteract the harmful effects on the Community’s industry.

Together with 15 other European Union trade associations, the European Footwear Confederation (CEC) has signed a sector statement calling for the swift introduction of the “deemed importer” designation in the EU.

European retailers are facing a growing influx of small shipments from third-country e-commerce platforms, including numerous ultra-fast fashion products that do not comply with EU environmental, health, safety and intellectual property regulations. This creates unfair competition for EU companies that do comply with European standards.

The proposed “deemed importer” system would make foreign sellers and online platforms legally responsible for complying with the main obligations of the EU single market, including customs duties, VAT, Extended Producer Responsibility (EPR) and other regulatory requirements.

Since this measure is not expected before 2028 under the new Union Customs Code, CEC urges the EU and Member States to act more quickly, requiring foreign operators to designate a legally responsible entity in the EU without delay. This could be achieved through an EU Regulation well before 2028, thereby helping to ensure fair competition and the effective enforcement of European regulations.
