Complex outlook for the footwear industry
The sector in Paraguay is going through 2026 with activity slightly below last year’s level, according to Elder Otazo, representative of the Paraguayan Footwear Industry Chamber (CICPAR).
The overall picture involves various fronts. While exports are largely concentrated in operations under the maquila regime, companies are facing difficulties in recruiting enough specialized personnel in line with the sector’s development.
These conditions are compounded by the continued presence of smuggling. Otazo stated that goods brought into the country outside legal channels continue to affect the domestic market.
